The 1st Division of each State Militia shall stand guard of its border from Foreign and Illegal invasion. (Now hear this) – No engagement or violence whatsoever! You are to stand down. States 1 through 31 shall surround our embedded internal enemy. By this complete activation of our perimeter “WE SHALL SURROUND THEM.”
